Every fan plants one flag — one team, one city, one permanent fan number. A city belongs to the team with the most verified fans in it (a flag plus activity in the last 30 days), with a minimum of three to claim. When the top two bases tie, the city is contested until one pulls ahead.
Counts take territory; rates win the week. The map never forgets a base — zooming in resolves every city, and at national zoom smaller cities aggregate into their nearest anchor.
